Xenon HID light Kit one light works on High Beam, and the other on Low beam?? but they both wont work on same?

Xenon HID light kit, i installed the lights, so one works on HIGH beam, and one works on Low beam, but i can’t get them to work on the same Level (HIGH BEAM or LOW BEAM).. Both HIDs work tho, so i’m glad about that, i think its an electrical problem WHAT SHOULD I do??

P.s i have a 98 nissan Maxima

pull out the bulb…turn it over
